Year 2015

The funds available for the sixth year are governed by Order of the Head of the Civil Protection Department No. 344 of May 9, 2016, published in the Official Gazette No. 118 of May 21, 2016.

The amount allocated for 2015, equal to €145.1 million (a decrease compared to previous years, in accordance with the law), is distributed among the Regions in proportion to the seismic risk of the given territory. The Order of the Head of the Civil Protection Department No. 344—similar to the orders of previous years—regulates the financing procedures for interventions and further develops those actions that in the past were only marginally, or never, addressed by specific measures: seismic microzonation studies, interventions on private buildings, and on urban structures and infrastructure of particular importance for civil protection plans, limiting interventions to areas with the highest seismic risk and the most vulnerable structures.

For 2015, as in previous years (with the exception of the first year, 2010), the Regions must allocate a minimum of 20% and a maximum of 40% of their allocated funding to interventions on private buildings, provided that this amount is equal to or greater than 2 million euros. Interventions, whether on private buildings or on public buildings and infrastructure, can be of three types: local reinforcement, seismic retrofitting, and demolition and reconstruction, depending on specific needs.

Furthermore, starting in 2012, seismic microzonation studies must always be accompanied by an analysis of the urban settlement’s Emergency Limit Condition (CLE) in order to achieve greater integration of seismic risk mitigation measures and improve the management of emergency response activities immediately following an earthquake. The preferential mechanism for associations of municipalities is also maintained for 2015, whereby the co-financing contribution for SM studies and CLE analyses may be reduced from 25% to 15% (the State finances 85% of the studies and analyses), and the opportunity for Regions to pilot a program to ensure minimum conditions for emergency system management is confirmed, identifying three strategic buildings in one or more municipalities or associations of municipalities to ensure the coordination of interventions, medical rescue, and operational response. Regions that participate will be able to fund SM studies and CLE analyses in such municipalities or associations of municipalities without any co-financing requirement (the contribution is fully borne by the State).
