Year 2016
The funds available and related actions for the seventh and final year are governed by Order of the Head of the Civil Protection Department No. 532 of July 12, 2018, published in the Official Gazette No. 169 of July 23, 2018.
The amount allocated for 2016, equal to approximately €43.56 million, was increased by the resources not yet committed in previous ordinances (referred to in Articles 16, paragraph 1, letter c) relating to the actions referred to in Article 2, paragraph 1, letter d) of Orders 3907 and 4007 for a total of €1,078,845.61 and Orders 52, 171, 293, and 344, for a total of €28.90 million).
Overall, therefore, the amount allocated for 2016 is €70.93 million (net of the 1% share of €0.44 million, which, pursuant to Article 2, paragraph 1, of Law No. 4 of January 5, 2017, No. 4, is allocated to fund the purchase by universities and public research bodies of the technical equipment necessary for research activities aimed at predicting and preventing geological risks) and is distributed among the regions in proportion to the seismic risk of the territorial area for:
a) seismic microzonation studies and analysis of emergency limit conditions (€8 million);
b) local reinforcement or seismic improvement measures or, where necessary, demolition and reconstruction of buildings and public works of strategic interest for civil protection purposes;
c) structural measures for local reinforcement or seismic improvement or demolition and reconstruction of private buildings (€62.93 million for the measures indicated in points b and c).
As in the first year, unlike the provisions in the other years, the Regions have the power to decide whether to activate interventions on private buildings, from a minimum of 20% to a maximum of 40% of the funding allocated to them. The funding line for other urgent and unavoidable interventions (which in the first two years saw the financing of bridges and overpasses serving escape routes) has also been eliminated.
For work on public and private buildings eligible for grants from the Seismic risk prevention fund for the years 2012 to 2015, the financial costs relating to work already started but not yet completed due to the buildings becoming uninhabitable or unusable as a result of the earthquakes in August 2016 will continue to be covered by the aforementioned fund. These buildings may also benefit from the state subsidy provided for in the reconstruction process (Decree-Law No. 189 of October 17, 2016, converted, with amendments, by Law No. 229 of December 15, 2016) for damage caused by the earthquake.
Furthermore, starting in 2012, seismic microzonation studies must always be accompanied by an analysis of the Emergency Limit Condition (CLE) of the urban settlement, in order to achieve greater integration of seismic risk mitigation actions and improve the management of emergency activities immediately after an earthquake. The reward mechanism for municipal unions will also be maintained in 2016, whereby the co-financing contribution for MS studies and CLE analysis can be reduced from 25% to 15% (the State finances 85% of the studies and analyses), and the possibility for the Regions to trial a program to guarantee the minimum conditions for the management of the emergency system is also confirmed, identifying three strategic buildings in one or more municipalities or unions of municipalities to ensure the coordination of interventions, medical assistance, and operational intervention. Participating regions will be able to finance MS studies and CLE analyses in these municipalities or unions of municipalities without any co-financing obligation (the contribution is entirely borne by the State).
